Issue
When deleting an Alert Workflow Rules, you receive the error: "Failed to delete rule. Cannot delete record because dependent executions exist".

Cause
The rule has been executed for an alert. The rule cannot be deleted because the alert filtered requires a reference to the rule for historical purposes.
You can disable the filter by toggling 'Active?'.
